London in Gridlock After 6 inches of snow

So, a few inches of snow, and London is in turmoil.
Offices sit empty as buses and trains fail to operate as normal. Millions are lost.
Is the UK totally incapable of learning lessons from other countries? Our friends in Europe, Canada and the US experience much more severe weather conditions, but they do not shut cities down after 6 inches of snow!
Indeed, some places only come to life when the snow starts falling properly.
Heavy snowfall causes disasters in the UK, yet in the Alps, it gets things going.
What is the UK doing wrong?
UPDATED: Apparently in Germany, they have the problem solved.
